MSC Malaysia National Rollout

To attract, nurture and retain ICT-enabled industries, MSC Malaysia has developed standards that will enable these industries to set up their businesses in competitive environments called Cybercities and Cybercentres.

These Cybercities and Cybercentres will adhere to a set criteria based on the readiness of proposed sites and its value proposition for economic growth.

The MSC Malaysia National Rollout represents the second phase of the MSC Malaysia initiative, which was to bring advances to the country through the innovative use of ICT and accelerate Malaysia's growth into becoming a developed nation by 2020.

Also known as the Next Leap, the main objective of the MSC Malaysia National Rollout (2004-2010), which coincides with the 9th Malaysia Plan period is to spread the MSC Malaysia benefits and value proposition nationwide by reaching out to both the industry and general community. The key to this initiative is the rollout of MSC Malaysia Cybercities and Cybercentres, which will serve as catalysts in bridging the country's bridge digital divide, enhance the nation's growth and competitiveness besides serving as the platform to cultivate a performance culture in service delivery.

The extension of MSC Malaysia's enabling environment and incentives is expected to boost the growth of new investments, particularly in ICT and knowledge-based industries and generate high value jobs in the states. MDeC together with the State Government will identify and develop niche clusters as well as high growth sectors for individual states/ regions based on their strategic strengths and comparative advantages. To attract, nurture and retain ICT-enabled industries, MSC Malaysia has developed standards that will enable these industries to set up their businesses in competitive environments called Cybercities and Cybercentres.

The MSC Malaysia programmes for these clusters will be structured to allow for continuous review and for the local SMEs to be nurtured and developed into becoming MSC Malaysia global companies.
 
Key Objectives

MSC Malaysia Phase 1
MSC Malaysia PHASE 1 (1996-2003)
In Phase One of MSC Malaysia (Figure 2), five Cybercities were successfully developed, with more than 1,000 companies, as well as universities, granted MSC Malaysia status; seven major MSC Malaysia flagship initiatives piloted, 22,000 high-value jobs created, and total worth of RM 6 billion in revenue generated.

MSC Malaysia Phase 2
MSC Malaysia NEXT LEAP (2004-2010)
During the 17th Meeting of the MSC Malaysia Implementation Council, chaired by the YAB Prime Minister of Malaysia on 21 June 2004, a decision was made to rollout the MSC Malaysia Cybercity and Cybercentre status beyond the original designated area in order to spread MSC Malaysia benefits nation-wide. In the initial stage of MSC Malaysia National Rollout under MSC Malaysia Next Leap, MSC Malaysia Cybercity status has been awarded to Penang (in Bayan Lepas Free Industrial Zones and vicinity) and Kulim Hi-Tech Park (see below).
In the 18th MSC Malaysia Implementation Council Meeting on 11 August 2005, chaired by the YAB Prime Minister of Malaysia, MSC Malaysia Cybercentre status has been awarded to Perak, Melaka, Pahang, Johor and Negeri Sembilan. MSC Malaysia Cybercentre status has also been awarded to KL Sentral.

MSC Malaysia Phase 3
MSC Malaysia PHASE 1 (1996-2003)
By end of Phase 3 in year 2020, the MSC Malaysia Agenda will be extended to the whole country. It will be a national transformation for Malaysia to become a Knowledge-based Economy and Society, as envisaged in the Vision 2020.
