 Introduction
The Malaysia Government Portals and Websites Assessment (MGPWA) was first conducted in 2005 by E-Government. Among the objectives were to analyze the performance of more than 900 Government portals and websites.
It was during the 19th Implementation Council Meeting (ICM) Decision on 7 December 2006 that MDeC was mandated to undertake an audit on all of the Government Agencies websites and advise YAB Chairman exactly where they are in their websites and propose ways to enhance and upgrade the websites.
Hence, MGPWA has become an annual project that has contributed to tremendous improvement of our Government portals and websites. The number of portals and websites assessed has been growing from 903 to 1,145 in 2010.

 Objective
The Malaysia Government Portals and Websites Assessment (MGPWA) is an annual
assessment with the objective to increase the 3-star portals and websites onwards and
to improve the service delivery of Government portals and websites.
With the assessment, it is aimed that more portals and websites were able to reach
the citizen and eventually promote online services made available in the portals/website.
 Methodology
The Malaysia Government Portals and Websites Assessment (MGPWA) consist of assessment itself and benchmarking against the international reports.
To be assessed in MGPWA, a Government portal/website must be listed in Machinery of myGov Portal , which a gateway to Malaysia Government portals and websites. Assessment is then carried out base on a set of criteria which was developed based on the international reports and approved by a Technical Working Group (TWG).
For duration of 3 months, all of the Government portals and websites will be assessed and eventually ranked accordingly. Findings, gaps and way forwarded will be highlighted to TWG and this is followed by distribution of the report to all of the Government agencies involved.

The set of criteria consist of 5 pillar of which total up score of 100. From the scoreobtain, the star-rating will be given. They are as follows:-

For the past 5 years, the Government portals and websites have been making good progress. To date, MGPWA 2010 shows the best performance with 101 portals/websites obtaining 5-star rating.

 Frequently Asked Questions (FAQ)
Q: Why is my agency portal/website not assessed in MGPWA?
A: MDeC only assess those portals/websites listed in Machinery of myGov Portal. Therefore, your agency portal/website must have yet to be listed in myGov.
Q: When will MDeC assessed my portal/website?
A: MDeC assessment is conducted on moment-to-moment basis. Therefore we do not have specific date as to when we will be assessing your portal/website.
Q: Why does my portal/website rated N/A?
A: N/A indicates Not Accessible. It may be due to several reasons such as UnderConstruction,Construction or page error, three attempts will be made for three consecutive weeks. Should the website still not be available for assessment, it will then be rated as N/A. As for the outdated URL, MDeC will try to obtain the correct or updated URL from parent portal/website. However, each Government agencies must update their URL in myGov from time to time to avoid such incident.
Q: Our feedback form has an auto-notification. Why did we not obtain marks for the criterion?
A: In order to comply with this criterion, agency must include the stipulated time of which they will respond to the queries sent by users/citizen. E.g. Thank you for your submission. Please anticipate our response within 3 working days.
Q: We have made the general phone number available at the footer of our website. Why was there no marks given for this criterion?
A: Due to complaints received from citizen of unanswered phone calls, it was agreeable by Technical Working Group that assessor will call the available phone number and marks will only be given if answered within 3 ringing tones.
Q: Is Malaysia Crest compulsory in Government portals/websites?
A: Yes, as per Pekeliling Am Bilangan 1 Tahun 2006 Pengurusan Laman Web/ Portal Sektor Awam, the crest must be displayed at top of the homepage. It also encouraged having the crest at every page in order to maintain the same look and feel of a portal/website.
Q: One of the criteria of MGPWA is No Advertisement. Would it be okay to advertise a campaign of an agency under our ministry?
A: Yes, if it is related to your agency. Marks will not be given if it is a commercial advertisement that agency can generate income from advertising it and in no way related to the agency. page error or outdated URL. However for the case of Under
Q: The search engine in our website produces results beyond the domain. Will we obtain marks?
A: No, the results must be internal and revolve within the agency domain.
Q: Can we use Google translator for English section?
A: Due to its inaccuracy in translation, agency will not obtain any marks for the English Language.
Q: How do you check W3C Disability Accessibility in a portal or website?
A: The criterion is segregated into 3 sub-criteria, mainly Priority 1, colour blind and visually impaired. To test out the compliance of Priority 1, WAVE (http:// wave.webaim.org) is used. As for colour blind, a portal/website can provide a basic black-font, white-background concept and for those short-sighted, the ability of increasing the font size must be made available. However, it is to be ensured that the font size of different sections must equally change.

Year 2010 marked the fifth year of MGPWA by MDeC. A total of 1,145 Government portals and websites nationwide were assessed and the report is inclusive of Assessment and Best Practices.
From the assessment which incorporated about 80% of the criteria undertaken by International E-Government Assessment of Brown University/Brooking Institute, 101 portals/websites are awarded with 5-star rating. This percentage has increased tremendously to 9.58% from 7 in 2009 to 101 this year. Meanwhile, the 4-star portals and websites have improved to 20.87%.
Overall Top 10 achievers for MGPWA 2010 consist of all 5-star portals and websites. Ministry of Housing and Local Government topped the rank, followed by Attorney General Chambers and Local Government Department and two agencies that are Ministry of Finance and Malaysian Administrative Modernisation and Management Planning Unit at third place.
The noteworthy finding of MGPWA 2010 is the number of portals and websites obtaining 3-star and above has increased to 61.57%, as compared to 49.35% in 2009. This significant increase is mainly due to the directive by YBhg. Tan Sri Chief Secretary to the Government of Malaysia for more agencies to obtain 5-star rating and making Government online services more prominent on their respective websites.

 MGPWA 2009
The year 2009 marks the fourth MGPWA conducted by MDeC with the aim to provide continuous evaluation on the performance of Government Portals and Websites. A new methodology was introduced with two types of assessment, namely Main Assessment and Online Services Assessment which rewards Government portals/websites with star rating and grading, respectively.
From the increase number of 1,192 Government Portals and Websites assessed in MGPWA 2009, the significant findings thus far are the overall improvement observed in the star rating of Main Assessment:-
- 7 agencies obtained 5-star rating as opposed to 3 agencies in 2007;
- 173 agencies ascertained 4-star rating, from 85 agencies previously;
- 352 agencies with 3-star rating, a decrease of 35 agencies compared to previous assessment;
- All in all, 49.35% from the 1,078 accessible portals and websites evaluated obtained 3-star onwards as compared to only 45.16% in 2007.

The Malaysia Government Portals and Websites Assessment 2007 is intended to assist in the transformation of the same look and feel, offering of more online services and ultimately improve the Malaysia E-Government global ranking.
The methodology involved in MGPWA 2007 is Main Assessment, Online Services Assessment, Online Survey and Benchmarking.
The findings of 2007 assessment are:-
- the Government portals and websites rated 5-star for the first time;
- 61 Government portals and websites were graded A based on the variety of online services provided;
- easy accessible, cost-saving, time-saving, ease of use, wide range of payment modes has become the convenience aspects preferred by portals/websites users; and
- obtaining information is the most frequent transaction by the public.

A total of 1,055 Government portals and websites were assessed in year 2006 to ultimately encourage Government agencies to provide better service delivery to their users.
Some of the findings are:-
- 16 portals and websites obtaining 4-star rating;
- more than 50% of accessible portals and websites offered only one language either Malay or English Language;
- misinterpretation of online services of which downloadable forms is considered by many as online services;
- 9% of portals and websites complied with W3C Disability Accessibility
 MGPWA 2005
The main driver behind the study was to understand the reasons behind this non-performance of Malaysia E-Government initiatives in global ranking. More than 900 portals and websites were assessed from 17 October to 30 November 2005. Involved in the assessment are the Macro Analysis and Micro Analysis methodologies.
Some of the findings of Macro Analysis which includes the Internal and Citizen Assessment are:-
- Majority of the portals/websites still fall within the most basic capability offering, namely presentation of information with 55.9% or 503 portals/websites;
- 290 (32.2%) of the portals/websites offers the capability of two-way interaction
- 60 portals/websites offered transaction capability whereby emphasis are on offering of online services to citizens; and
- 0% of the more than 900 portals and websites fell under the integrated offering capability category.
Some of the findings from the Global Best Practices and Surveys of Micro Analysis are as follows:-
- the absence of standardize national format to ensure consistent look and feel for government related websites;
- lack of completely executable online services;
- Slowness in loading time and outdated information are the prominent complaints from the citizens on the existing Government portals/websites; and
- Most web administrators quoted slow response time in providing new information as one of the pain points.
 Introduction
It has been one of the methodologies of MGPWA to benchmark some of the international reports produced annually. To date, followed closely are the Global E-Government Report carried out previously by Brown University and UNPAN's UN E-Government Survey.

Global E-Government
Professor Darrell M. West first conducted the Global E-Government studies in year 2001, under the Taubman Center for Public Policy at Brown University, Rhode Island for World Markets Research Centre (WMRC) of London, England. With the aim to measure the extent of web service delivery and compare differences that exist, 196 nations of the world were assessed. This includes websites of executive offices, legislative offices, judicial offices, Cabinet offices, and major agencies serving crucial functions of government, such as health, human services, taxation, education, interior, economic development, administration, natural resources, foreign affairs, foreign investment, transportation, military, tourism, and business regulation. Criteria looked at revolves around the area of information availability, service delivery and public access of which made up the total of 28 criteria.
Since then, the numbers of nations has evolved to 198 where as the number of websites has reduced from 2,288 to 1,667 in Improving Technology Utilization in Electronic Government around the World, 2008. The latest report is undertaken by Professor West Vice President and Director of Governance Studies at the Brookings Institution.

World e-Government Ranking
The research which is now in its 7th year was first carried out in 2005 by Institute of e-Government and Graduate school of Waseda University GITS under the guidance of Professor Toshio Obi, Director of the Institute of e-Government. With the hope to contribute to the development of e-government in the globe, 5 sectors consisting of 25 indicators were utilized to assess 23 selected countries. The 5 original sectors are Internet Preparedness, Required Interface, Introduction of the Applications, Homepage Situations and Introduction of Chief Information Officers (CIO).
To date, the latest report is looking at 50 countries and sectors have now evolved to 7, an addition of Promotion of e-Government and e-participation.
Often found to top the ranking for the past 7 years are USA and Singapore.

Global E-Government Survey
The report is an assessment involving the United Nations Member States on usage of ICT by Government in order to provide access and inclusion for all. It is now in its 6th year and was first conducted, by the American Society for Public Administration (ASPA) and the United Nations Division for Public Economics and Public Administration (UNDPEPA) of the UN Department of Economic and Social Affairs (UNDESA), to inform and improve the understanding of policy makers' choices in their e-government program undertakings, gain a deeper understanding of the relative position of a country vis-à-vis the rest of the world economies.
The E-government Index rewarded to each country incorporates its official online presence telecommunications infrastructure and human development capacity. The five stages of online services development since then have evolved into four stages namely Connected, Transactional, Enhanced and Emerging.

eGovernment Leadership / Leadership in Customer Service
These series of reports were produced by Accenture in order to provide recommendations for improving online services and delivering innovative solutions of eGovernment. The assessment looked specifically at the Government online services ranging from main sector of Human Services, Justice and Public Safety, Revenue, Defense, Education, Transport and Motor Vehicle, Regulation and Democracy, Procurement and Postal. Sectors have gradually added and as of 2008, Accenture observed on 12 sectors. Most of the years, the assessment involved 22 countries from all over the world, of which Malaysia is one of them. Ranks were awarded based on the combination of Service Maturity and Customer Relationship Management (CRM). They even categorized online services to Publish, Interact and Transact.
In the recent report, new component included were survey done to citizen and also interviews on the senior Government officials.

Global Competitiveness Report (GCR)
The GCR is produced by World Economic Forum (WEF) annually. Consisting of 12 pillars, countries were then identified to be in either of 3 stages, namely Factor-driven, Efficiency driven, Innovation-driven.
GCR provides users with a comprehensive assessment of their strengths and weaknesses related to national competitiveness through its Global Competitiveness Index (GCI), a highly comprehensive index that captures microeconomic and macroeconomic foundations of national competitiveness.
To date the number of countries involved has evolved from 122 in 2007 to 139.
