Green Lane Policy

What is Green Policy?

Recognising the important of SME for the development of the country's economy. The government introduced Green Lane Policy to acknowledge the contribution of competitive and innovative local SMEs under the 10th Malaysia Plan.

Why Green Lane Policy

The policy was intended to speed up and provide ease of doing business on matters pertaining to the four (4) incentives listed under this policy. The incentives are:

  1. Loans with subsidised interest rates
    1. Subsidised interest rate at 2% per annum subject to the maximum sum amount of RM200,000 annually or cumulative amount of RM1,000,000 for five years for each company, from the Development Institutes Development Financial Institutions / banks approved by Ministry of Finance (MoF).

  2. Tax exemption
    1. Exemption of stamp duty under the Section 80 (1) Stamp Act 1949 for the legal documentations under the loans with subsidised interest rates incentives as mentioned above.
  3. Government Procurement
    1. Registration of company for manufacturer status with the Ministry of Finance may be approved without the requirement of site-visits
    2. Additional bonus points on technical assessment
    3. Priority to join the Government Offset Programmes
    4. Consideration to be included in the Central Contract / Panel System Contract
  4. Privileges in the Ministry of Finance Incorporated Companies' Procurement
    1. Companies will be given priority in procurement activities done by Ministry of Finance Incorporated Companies, depending on the procurement rules that were agreed upon with Ministry of Finance.

MULTIMEDIA DEVELOPMENT CORPORATION'S (MDeC) ROLE IN GREEN LANE POLICY

  1. Ensure careful selection of eligible MSC Malaysia Status Companies according to the set criteria.
  2. Review the list of eligible MSC Malaysia Status Companies on a quarterly basis.
  3. Inform the selected MSC Malaysia Status Companies of their eligibility

Who are eligible?

MSC Malaysia Status Companies who fulfill the MDeC Green Lane Policy Criteria.

What are the Qualifying Criteria?

  1. MSC Malaysia Status Companies for minimum of 2 years
  2. Maximum of 50 employees OR revenue of below RM5million.
  3. Majority locally owned (51%)
  4. Achieves MSC Malaysia SME Competitiveness Rating for Enhancement (SCORE+)Financial Rating of minimum 2.5 or two (2) consecutive years of profitability after tax.
  5. Carries out MSC Malaysia Qualifying Activities as specified in the MSC Malaysia Conditions of Grant (CoGs).
  6. Meets the location requirements as specified in the CoGs
  7. Participated and responded to surveys conducted by MDeC including MSC Malaysia Industry Reporting (AQIR) and SCORE+
  8. Fulfill either one of the additional qualifying criteria as below:
    • Overall SCORE+ Rating of minimum 2.5; or
      1. Winner of MSC Malaysia APICTA; or
      2. Attained products certification from MSC Malaysia Certified Solutions. Click here.
      Note: Companies that already fulfilled the above criteria will be automatically included in the Green Lane Policy.

    For MSC Malaysia Status Companies who may have fulfilled the Qualifying Criteria but are not reflected in the list, kindly contact your respective Account Manager or call MSC Malaysia Client Contact Centre at 1-800-88-8338 or email clic@mdec.com.my for verification.

    Please note that the Green Lane Policy is an incentive offered to MSC Malaysia Status Companies that meet the eligibility criteria as determined by the Government and MDeC. This Green Lane Policy does not guarantee the MSC Malaysia Status Companies of any award of Government projects or loans but merely intends to speed up and provide ease in doing business. Selected MSC Malaysia Status Companies will be listed on Green Lane Policy and the list will be updated quarterly.

    Green Lane Policy list will be reviewed yearly.
  2. How frequent do you update the list of companies in Green Lane Policy?
    Quarterly
  3. What are the qualifying criteria in order for me to be eligible for the Green Lane Policy?
    Your company must fulfill the following:
    1. MSC Malaysia Status for minimum of 2 years
    2. Maximum of 50 employees OR revenue of below RM5million

  4. Which financial institutions/ banks are listed in the easy loan incentive?
    This incentive is applicable to the following financial institutions/banks:
    1. Bank Perusahaan Kecil dan Sederhana Malaysia Berhad (SME Bank)
    2. Bank Pembangunan Malaysia Berhad
    3. Bank Export-Import Malaysia Berhad (EXIM)
  5. If my company is listed, will it be a guarantee that I will be awarded with any Government projects/loans?
    No. Green Lane Policy is an incentive offered to MSC Malaysia Status Companies that meet the eligibility criteriaas determined by the Government and MDeC. This Green Lane Policy does not guarantee the MSC Malaysia Status Companies of any award of Government projects or loans but merely intends to speed up and provide ease in doing business.
  6. Once my company is listed, is there any possibility for my company to be removed from the list?
    Companies that fulfilled the criteria will remain in the list as long as they still maintain the eligible criteria.
  7. Does the privileges under this Green Lane Policy offered to companies other than MSC Malaysia Status Companies?
    Yes. Besides MSC Malaysia Status Companies, selected companies under Biotech, SME Corp and MTDC are also given the same privilege
