| Introduction |
 |
| Inline with the MSC Malaysia vision to transform Malaysia into a knowledge economy (K-economy), the MSC Malaysia - IHL Business Plan Competition (MIBPC) continues to be the nation's foremost business plan competition that attracts the innovative minds of Malaysia's new generation. |
|
|
|
Challenging their creativity and capacity in business, science and technology, the aim of the competition is to create a new genre of successful technology entrepreneurs (Technopreneurs) that takes charge of their own destinies and create employment opportunities for the good of the community.
The Multimedia Development Corporation (MDeC) in alliance with the Institutions of Higher Learning (IHLs) in Malaysia founded the competition in 2004 under the National Unipreneur Development Programme (NUDP), which is anchored by MDeC's Technopreneur Development Division (TeDD). TeDD carries the mission of building an ecosystem for the growth of a critical mass of sustainable K-based ICT companies that will contribute to high economic growth. |

The objectives of the MIBPC

| Bumiputera ICT Technopreneur Development Programme (BITE) |

| Overview |
| |
| The Bumiputera ICT Technopreneur Development Programme (BITE) was initiated in November 2005 and under purview of Technopreneur Development Division (TeDD) of MDeC. The thrust of the BITE programme is to increase Bumiputera participation in the ICT sector, promote technopreneurship as a career choice and to reduce unemployment among Bumiputera graduates.
BITE is organized in a 2-pronged approach, Partnerships and Business Development. |

| BITE Partnership build and foster relationships with relevant government and non-government agencies with intent to reach-out to entrepreneurial bumiputera across the country. Activities include awareness of ICT industry, its potentials and business possibilities. |

| BITE Business Development
|
| |
| The activity of BITE Business Development is to enhance business idea of ICT Entrepreneur. We work with relevant state agencies and associations to identify suitable candidates to participate in our Idea/Business Enhancement Workshops. |
|

| The Programmes |
| |
Generally, the BITE programmes aim to increase Bumiputera participation in the ICT. A lot of efforts have been taken to increase the number of leads and ideas. Promising ideas will then be adopted in the existing TeDD programme to be further developed.
The main targets are graduates and existing start up Bumiputera ICT companies. The BITE programme concentrates its effort on disseminating the information to identified colleges and universities where Bumiputeras are high in numbers. In addition, MDeC also collaborates with relevant associations to attract more players from the industry to join the programme. |

| The Partnerships |
| |
BITE has established two partnership programmes at present, with Majlis Amanah Rakyat (MARA) and Ministry of Entrepreneur and Cooperative Development (MeCD).
Together with MARA, the programme is known as MATEC. In 2004, MDeC has signed an MoU with MARA with the objectives to engage in technopreneur development activities. MARA is establishing a lab in MSC Malaysia Technology Commercialisation Centre (Formerly known as MSC Malaysia Central Incubator), Cyberjaya to allow the participants to develop their products by using all facilities there. At the same time, participants can also leverage on the technical expertise and capabilities provided by the .NET, JAVA and Open Source labs.
In 2005, MDeC began its collaboration with State Government's State Economic Development Corporation (SEDC) through the Ministry of Entrepreneur and Cooperative Development (MeCD). This programme is called Technopreneur Academy Program (Formerly known as E Biz Academy).
This effort is in line with the strategy of MSC Malaysia in the second phase under the pretext MSC Malaysia National roll-out. As Cybercity status is to be awarded to qualified state, this program helps in creating Technopreneurs and ICT enterprises in the state. Participants are mostly graduates and local citizens to the state. Participants will go through business enhancement program during the 90 Days Incubation which is monitored by BITE. They will then join similar programme within the TeDD. Nevertheless, state will provide the facility while MDeC provides the contents, coaches and mentors.
BITE aims to have many more collaborations with other various industry organizations to fulfill its objective.
All this effort is to ensure that by 2010, Bumiputera makes up at least 30% from the overall number MSC Malaysia Status companies. All Bumiputera graduates and ICT Start up companies are encouraged to be in this programme.

| National Incubator Network |

| Overview |
| |
The National Incubator Network (NIN) is one of the three key components of the Start-up Programme under the Technopreneur Development Division initiative. The NIN plays an important role towards fulfilling one of the main objectives of the Division that is to "capture and cluster" technopreneurs nationwide and to spawn as well as nurture a critical mass of technopreneurs, Small and Medium Enterprises (SMEs) and start-up companies involved in Information and Communications Technology (ICT) and biotechnology industries.
The National Incubator Network will also comprise a unique "community" where incubators throughout the country will be part of a network-sharing and providing opportunities for new ventures, knowledge and expertise on a common platform.
To this end, the Multimedia Development Corporation spearheads the initiative to create sustainable incubators nationwide that would provide a conducive environment to nurture budding technopreneurs. Built within the NIN also is the knowledge-based Centre of Expertise which helps in developing best practice incubation models, programmes and talent to mentor and nurture successful start-ups, such as mentoring programmes, business advisory and business plan enrichment services.
These incubators will be the spawning ground for entrepreneurs nationwide and will form the nuclei for the physical rollout of the MSC Malaysia throughout Malaysia by early 2004. |

| Benefits to Technopreneurs: |

Incubators that are members of the NIN would present technopreneurs with the ideal environment to nurture their ideas and transform them into successful businesses. Incubator operators will provide strategic guidance, mentoring and assistance to technopreneurs |

Technopreneurs located in MSC Malaysia Status incubators (within or outside the MSC Malaysia zone) will be able to enjoy some of the incentives under the Bill of Guarantees |

Technopreneurs will be clustered and be able to leverage from the community network and Centre of Expertise in terms of knowledge-sharing |

Through joint efforts at the strategic level and project collaboration with world class ICT companies / leading international incubators, technopreneurs will be able to gain added value in terms of knowledge, resources and new market access. |

Furthermore, this unprecedented network of incubators will gradually extend beyond Malaysian shores, linking up with foreign incubators and technopreneurs, with the aim of expanding the "community" of technopreneurs. |

| In order to attain these privileges, operators must qualify and satisfy the following eligibility criteria: |

| To qualify for MSC Malaysia Status and its benefits, the incubator must satisfy the following criteria: |

| 1. Technology Focus |
| |
| |
The Incubator must house tenants that are involved in ICT/Multimedia (e.g. software, e-commerce, telecom), biotechnology and/or bio-informatics. |
|
| |
| 2.
Tenancy |
| |
| |
The Incubator must house early stage growth companies (ie seed-level or start-up companies, see defination below) involved in the above defined technology focus areas. |

|

| |
Definition of early stage growth companies
|
|
| |
Entities that have been incorporated within the past two years, and have ideas or concepts that require funds for proof of concept |
|
|
|
| |
Entities that may be in the process of setting up or have been in business for no more than 2 years and require first round funding capital for commercialization. These companies may not be generating profits yet |

| 3. Facilities
|
| |
| |
The Incubator must offer at least the following basic facilities:
- Internet accesss at minimum bandwidth of 128kbps
- Shared facilities (eg meeting rooms, reception, audio-visual systems)
- Business advisory support (in-house or outsourced)
- Minimum 2,000 sq ft floor space |

| 4.
Funding and Fundraising |
| |
| |
Applicants must demonstrate the ability to provide direct investment capital or establish channels for financing seed or growth capital. |
|
| |
| 5.
Mentoring, Coaching and Training |
| |
| |
Applicants must demonstrate availability of resources in providing mentoring, coaching and training through staffing of incubatee with expert in various relevant business acumen and linkage to experienced and well endowed industry players. |
|

| 6.
Incubation Best Practices |
| |
| [ Note : Incubators that are awarded MSC Malaysia Status automatically become members of the National Incubator Network. All newly formed incubators must register with the Registrar Of Companies within a month of obtaining MSC Malaysia Status. ] |

| Application Process |
| |
| The key steps in the application process are as follows: |
| |
| 1. |
|
All applications will be acknowledged by the MDeC within 24 hours from the date of receipt. The acknowledgement letter will also contain the name of an account manager from the MSC Central Incubator who will act as the point of contact for all further communication and assistance. |

 |
| 2. |
|
Within 7 days from the date of the acknowledgement letter, any additional information or clarification needed from the applicant will be conveyed in writing by the account manager. |
 |
 |
 |
| 3. |
|
If the original application is complete, or upon receipt of additional information as required under paragraph 2 above, a letter of completeness will be sent by the MDeC to confirm that the application is deemed complete; |
 |
 |
 |
| 4. |
|
The decision on the application will be conveyed to the the applicant within 30 days from the date of the letter of completeness referred to in paragraph 3 above; and |
 |
 |
 |
| 5. |
|
Successful applicants will be informed about the benefits and other terms and conditions of the offer. Unsuccessful applicants will receive a written explanation stating why the application was not approved. Borderline applicants will be advised to refine and re-submit their applications. |

An Overview
Long regarded the world over as a great source of research, innovation and creativity, Institutions of Higher Learning (IHLs) are the architects of our human capital which will shape the great minds of our future generation.
Building on this notion, the NUDP aims to harness the abundance of talent existing within Malaysian IHLs in developing university entrepreneurs, providing them with the necessary resources and opportunities to realise their full commercial potential. Through the NUDP, we offer technopreneur development support programs and industry collaboration within public and private IHLs in Malaysia to encourage technopreneurship and institutionalise the technopreneurial skills development process amongst the IHL community. |

| Creating the right in-campus environment which stimulates creativity and allows entrepreneurial activity to thrive: |

The NUDP is designed to provide proper facilitation to identify viable innovative ideas which can be nurtured and developed into real commercial enterprises with marketable products and solutions. This includes establishing a formal commercialisation process within IHLs that will integrate technology commercialisation and entrepreneurship programs into one seamless process. |

TeDD conducts, on a regular basis, entrepreneurship and technology seminars, business plan writing and fund-raising clinics and workshops, as well as business plan competitions for the IHL community. Assistance is also offered to IHLs in establishing student technopreneur clubs and facilitating knowledge sharing and networking between faculties and inter-universities. |

A key long-term focus also is to encourage IHLs to expand and integrate entrepreneurship courses or subjects into all degree courses; and institute changes to the University Act which inhibits the creation of spin-off ventures from IHLs, such as policies on Intellectual Property (IP) and Equity ownership by IHL faculty members. |

| Facilitating research commercialisation in IHLs: |

|
A vast amount of research and development (R&D) is undertaken in IHLs which can potentially be translated into commercial value. Part of the NUDP initiative is aimed at tapping into this rich bank of R&D ideas, and offer facilitation and assistance to bridge the gap between R&D and commercialisation-to-market to eventually generate competitive high-value spin-off ventures, start-ups and sustainable ICT SMEs that will drive the creation of new wealth in a knowledge-based economy. |

The University-Industry Commercialisation Collaboration Forum (UICCF), hosted bimonthly, seeks to encourage IHLs to transform their research into business ventures and facilitate linkages between IHLs, industry and the investing community. This platform allows researchers to showcase their projects to funding bodies, and at the same time, ensure that these research projects meet industry/market needs. Workshops are conducted to assist promising researchers in developing compelling business plans and successfully pitching their ideas to potential investors. Viable research projects identified through this forum will be aided with pre-seed funding, commercialisation opportunities for the development of proof-of-concepts and prototypes and/or other forms of partnerships/collaborations to bring these innovative ideas to market. |

Through the MSC Malaysia Start-Up Development Program, TeDD aims to generate a rich pool of business and innovative technology ideas and boost technopreneurship, thus encouraging entrepreneurial activity in Malaysia. Our partner programs are designed to offer IT developers and budding technopreneurs with end-to-end facilitation and support by providing strategic and development resources at each phase of the technopreneur and venture development value chain process. Under these joint programs, our technology partners will impart their technology innovation know-how, while TeDD will provide the business management and technopreneur development expertise, which will in turn lead to more marketable skill sets amongst the developer community and create a pool of highly trained ICT professionals and technopreneurs.
Promising talents and ideas identified through these programs are assisted in the development of product concepts and business plans through various advanced workshops and clinics. Viable product ideas and sound business plans will then be given the opportunity to be funded for the development of proof-of-concepts and prototypes, and coached in fund-raising techniques before being showcased for funding by venture capitalists, angel investors or other grant administrators.
